Pasal 16
(1) Dalam hal Bangunan Gedung dan persilnya secara teknis dan non teknis tidak dapat mengelola Air Hujan secara mandiri, pemerintah kabupaten/kota dan pemerintah provinsi DKI Jakarta harus melakukan pengelolaan Air Hujan pada skala kawasan dengan mengacu pada peraturan perundang-undangan.
(2) Pelaksanaan pengelolaan Air Hujan pada skala kawasan sebagaimana dimaksud pada ayat (1) dapat dijadikan dasar bagi pemerintah kabupaten/kota dan pemerintah provinsi DKI Jakarta dalam memberikan [[IMB]].
BAB IV establishes the comprehensive framework for rainwater management facilities and infrastructure:
A. Sarana Penampungan (Harvesting/Storage)
- Purpose: Rainwater collection for reuse
- Types: Kolam tandon, tangki air
- Applications: Domestic use, irrigation, toilet flushing
- Priority: First priority in facility selection
B. Sarana Retensi (Infiltration)
- Purpose: Groundwater recharge through infiltration
- Types:
- Sumur Resapan (Infiltration wells)
- Kolam Retensi (Retention ponds)
- Biopori (Bio-pores)
- Sumur Resapan Dalam (Deep infiltration wells)
- Requirements:
- Soil permeability ≥ 2.0 cm/hr
- Minimum 1.5m clearance from groundwater table
- Spacing: 3m between wells, 1m from foundation, 5m from septic tanks
- Priority: Second priority (maximize infiltration)
C. Sarana Detensi (Temporary Detention)
- Purpose: Temporary storage to reduce peak runoff
- Types:
- Bak/Tandon/Kolam Detensi (Detention tanks/ponds)
- Taman Vertikal (Vertical gardens)
- Taman Atap (Roof gardens/green roofs)
- Application: When infiltration not feasible
- Priority: Third priority (detention as alternative)
- Saluran air hujan - Drainage channels
- Talang air hujan - Rain gutters
- Bak kontrol - Control tanks
- Bak penyaring - Filter tanks
- Pipa - Piping system
- Kran air - Water taps
Site Considerations:
- Soil characteristics (permeability, type)
- Topography (slope, elevation)
- Groundwater level (depth, seasonal variation)
- Plot area and building coverage
Calculation Factors:
- Rainfall intensity (95th percentile or specific analysis)
- Plot area (total catchment)
- Building footprint (KDB × plot area)
- Drainage coefficient
Compliance Integration:
- Facility functionality prerequisite for [[SLF]] issuance
- Verification required for SLF renewal
- Part of building permit technical requirements
Priority 1: Maximize Utilization (Pasal 14 ayat 3a)
- Rainwater harvesting for beneficial use
- Reduces potable water demand
- Provides backup water supply
Priority 2: Maximize Infiltration (Pasal 14 ayat 3b)
- Recharge groundwater
- Maintain natural hydrological cycle
- Preferred for sites with suitable soil
Priority 3: Temporary Detention (Pasal 14 ayat 3c)
- Reduce peak runoff rate
- Alternative when infiltration not feasible
- Integration with landscape/architecture
When Individual Management Not Feasible:
- Technical constraints (soil, space, topography)
- Non-technical constraints (legal, economic)
- Government responsibility for kawasan-scale facilities

Sumur Resapan Specifications:
- Types: 4 types per SNI 03-2453-2002
- Depth: 1.5m minimum from groundwater
- Diameter: Calculated based on soil permeability
- Material: Precast concrete, brick, or natural stone
Biopori Specifications:
- Diameter: 10-30 cm
- Depth: 80-100 cm (or until groundwater)
- Spacing: 50-100 cm apart
- Maintenance: Fill with organic waste for composting
Kolam Retensi/Detensi:
- Volume calculation: Vab = 0.855 × Ctadah × Atadah × th
- Where: th = 95th percentile rainfall, Atadah = catchment area
- Design considerations: Freeboard, outlet control, vegetation
Taman Atap (Green Roofs):
- Substrate depth: 10-30 cm
- Vegetation: Drought-tolerant species
- Waterproofing: Critical consideration
- Weight loading: Structural analysis required
