Pasal 21
(1) Peran masyarakat dalam Pengelolaan Air Hujan Pada Bangunan Gedung Dan Persilnya, antara lain:
a. Masyarakat dapat membantu memberikan informasi terkait dengan karakteristik tanah, topografi, dan kedalaman muka air tanah pada lingkungan sekitar dalam rangka kajian karakteristik wilayah yang dilakukan oleh pemerintah kabupaten/kota, khusus untuk Provinsi DKI Jakarta oleh Pemerintah Provinsi DKI Jakarta.
b. Masyarakat berperan aktif dalam implementasi Pengelolaan Air Hujan Pada Bangunan Gedung Dan Persilnya pada setiap tahapan penyelenggaraan Bangunan Gedung, yaitu tahap perencanaan, tahap pembangunan, dan tahap pemanfaatan.
c. Masyarakat dapat melaporkan secara tertulis kepada pemerintah kabupaten/kota, khusus untuk Provinsi DKI Jakarta kepada Pemerintah Provinsi DKI Jakarta apabila terdapat indikasi Bangunan Gedung yang tidak memenuhi Status Wajib Kelola Air Hujan pada persilnya.
d. Masyarakat berperan aktif dalam penyebaran informasi terkait dengan pengelolaan air hujan pada bangunan gedung dan persilnya.
(2) Peran masyarakat pada tahap perencanaan, tahap pembangunan, dan tahap pemanfaatan sebagaimana dimaksud pada ayat (1) huruf b tercantum dalam [[PERMENPUPR_11_2014_LAMPIRAN|Lampiran]] yang merupakan bagian tidak terpisahkan dari Peraturan Menteri ini.
BAB VI establishes comprehensive community participation framework in rainwater management:

Design Finalization:
- Complete detailed engineering

- Submit as part of building permit application
New Buildings:
- Construct facilities per approved status determination
- Follow technical specifications from IMB approval
- Ensure compliance before occupancy
Existing Buildings:
- Implement facilities per Notification Letter
- Meet specified compliance timeline
- Coordinate with local government inspections
Ongoing Responsibilities:
- Regular maintenance and upkeep
- Functional testing of facilities
- Record keeping for SLF renewal
- Ensure continuous operation
Maintenance Requirements:
- Clean filters and catch basins
- Remove sediment from infiltration facilities
- Inspect structural integrity
- Maintain vegetation (for green infrastructure)
